I could be convinced to use collusion and/or conspiracy. Either works just in general terms.
Mueller didn’t use it, so using it as a reference to his report is doing what ‘they’ want you to do. In the colloquial framing of ‘collusion’ the report is way worse for them than conspiracy. Collusion in that sense doesn’t need to complete, but it’s very hard to prove conspiracy without it completing.

Scenario A: A person of influence tells a person to hire a person at x salary or they will do something to hurt the person who can make the hiring decision.
Scenario B: A company hires the son of a person of influence without any prodding from the person of influence because they believe having this person of influence’s son in their company benefits their company more than the salary the company is paying.
