My initial reaction was that he had a public speaking issue and got nauseous from nerves or something, but the first reply to that tweet shows an earlier clip of him speaking just fine.
He definitely seemed really uncomfortable as he tried to get out the talking points.

Hypothetically…if Biden and Bernie made a deal where Bernie drops out in exchange for being able to give a short-list of three VP candidates—all women with a sufficient level of political experience—from which Biden must pick, who would/should be on Bernie’s list? Let’s say it has to be someone who has won statewide office, been a Cabinet secretary, or served in the House for at least two terms.
Given Biden’s age and the possibility that he might be removed from office due to dementia or death, a deal like this might maximize the chances of having a true progressive in the White House.
