There could be some sort of national zoning reform bill if there was a political will. Maybe there is a federalism argument the Us govt can’t supersede local policies but even then they could just tie funding for roads or whatever else to zoning laws. And some of the most supply constricted areas are some of the most democratic.

Trump’s team sees black men as a path to victory. They’ve been pretty clear about that. They’re trying to drive a wedge by saying Kamala is only black when it’s convenient. I don’t think it’s going to work, but that’s clearly what they’re trying. Also they’ll happily take the conversation shifting off of Vance.
Nah, there’s not much at all the Feds can do to reform zoning. It’s all local governments and states. Maybe you could force states to pass laws that would reform zoning/land use at the local level, but there’s almost nothing off the top of my head that I can think of that the federal government could do directly. There’s stuff like affordable housing measures, but that only incentivizes private individuals to try to build affordable housing, it does nothing for where the housing can be located that I know of.
It is a strategy, just like their paths to victory in 2016 was a strategy. Trump is an idiot but his team has specific plans to siphon off votes or demotivate groups that still overwhelmingly vote Dem. They don’t need to win, just grab a few % here and there. Right now Trump is polling at double what he was in 2020 with black men. If that holds, we’re in trouble. But most pollsters don’t seem to think it’s real
