The Democrat has had the most votes every time so far. He’s not speaker because you need 50% of the votes for that and nobody’s reached that threshold. They could change the rules so that whoever gets the most votes becomes Speaker even if they don’t reach 50%, or yes, keep voting to infinity is the other option.
