IANAL. There are 9-member juries for criminal trials. Don’t know if it applies to this guy if he didn’t think to set a fire.
Criminal law
The jury is competent to judge those criminal offences submitted for its assessment and to deliver a verdict. The types of criminal offences it can assess at trial are felonies:
Against the person.
Committed by civil servants in the exercise of their posts.
Against honour.
Against freedom and security.
Of arson.
Source with long list of people not allowed to be on a jury.
Someone should go around and kill any other pro-Russia Ukrainians under house arrest so they can’t be used in a potential puppet government.

I think he was right to do what he did in the US. But he’s been cheerleading for Russia right up until this moment.
