How much is just bad decision making as opposed to gravely underestimating the Ukrainian opposition? I don’t think Putin thought in a million years that this many civilians would be picking up guns, let alone taking on fucking tanks.
Being able to count on them may be allowing Ukraine to use their formal armed forces in places that they wouldn’t be able to if they had to be defending central Kyiv the whole time.
