I would actually think the exact opposite, telling your unstable enemy where your President is going to be is kind of stupid.
Pretty sure this is a pretty common thing with US and Russia. Both sides will communicate plans sometimes to avoid unintentional escalation.

There was supposed to be a UN Security Council meeting on NordStream tomorrow, as requested by Russia. Then it was postponed. Now back on for tomorrow. I assume this has something to do with what Putin considers the best relative timing wrt what he wants to say in his speech tomorrow.

Also in the news, Russia tested an ICBM but it didn’t go well so Putin didn’t mention it in his big speech. And there are rumors Ukraine has used a new long range weapon recently.
