I think the tanking the fed nom was part of the Manchin two step. He did the same thing with Tanden around the time he voted for the ARA. When youāre a level 0 thinker like him it makes sense; gotta show your fierce independence when you know youāre about to have to take a high profile vote to stick with your party.
