The theory is pretty easy. The diatonic chords are the ones you can build from the scales tones. So in the key of C (white keys on piano), that’s

C major
D minor
E minor
F major
G major
A minor
B minor (b5)

or the four note versions of those chords. He’s saying just outline those chords when soloing over any of the chords in that list, for example.

It does but there are different types of minor scales.
