I have a guess as to what he’s talking about.
Recently I helped a friend get a multi family loan thru his lender from Fannie Mae. He went with the green loan which was a better rate by making certain improvements to his building and meeting green standards. A few of the things he has to do are change faucets/install aerators to restrict water to 1 gallon per minute, install shower heads that restrict water to a certain amount, install toilets that flush less each time, and change all the lights to LED bulbs in the building. Seems like he’s angling at rolling back more regulations regarding building standards. He might also be talking about water rights in certain parts of the country with the rain.
