Yeah it is unlikely she would block that and I am sure such things as changing out pictures is the job of some administrative staffer. Highly unlikely career diplomats would do this even if the president was as awful as Trump.
We do know the trump administration is full of shady self serving con people and it is likely this story was reported to Trump with the hopes of getting her out of the way of their grifts.
