That’s about the size of it. Win massively in court on Friday, and on Monday say that they don’t trust the court’s decision will hold.
Part of this does make sense as the next phase becomes public, but a lot of it sounds like prevent defense. I will say, as Namath said, it does take a tool out of the GOP whinebag, and she clearly has the votes to do the resolution. It has a second benefit of putting all the GOP douchebags on record.

You know when you’re up like 70-0, and you feel bad, so you either don’t score or give a pity touchdown? That’s what this is in the narrative. The GOP is getting straight butchered in the narrative, and this is another whine of theirs that will completely backfire like every other distraction narrative.

ORLY, and how old are you?
They are finishing up with “voluntary” witnesses and some other witnesses are stonewalling. They want to wrap things up, and it will help down the road to get sanctions vs people who refuse to testify and help make the obstruction case in the Senate if they “formalize” the process. The DC district court has already said the impeachment inquiry is legitimate and, in any event, it’s not for courts to say (it’s a “political question” based on House rules).
However, that decisions in vulnerable to appeal, Dems have enough evidence already, are almost done with initial witnesses, are ready to move to some open hearings to move public opinion AND they don’t want to risk the “legitimacy” of the impeachment inquiry being upended by the DC Circuit appeals court, which would validate the WH’s BS arguments obstructing the inquiry.
Thus, all things considered, it’s best to move to public hearings (which is what killed Nixon), call the witnesses who have refused to appear under the pretext of the “no legitimate impeachment inquiry” argument from the WH counsel (Cippilone), and let the nation see the process.
Now they can call Giuliani and Perry and some of the other clowns (e.g., the guy from OMB holding aid to Ukraine) for open hearings, and they will either: 1) tell the truth, which hurts trump; 2) lie, which is a crime; 3) take the 5th, which looks awful; 4) repeatedly assert executive and AC privilege, which is BS under US v Nixon and would look terrible in an open hearing; or 5) refuse to appear, which is obstruction, unambiguously contempt in light of the impeachment inquiry vote, and looks awful.
Not calling for the impeachment inquiry vote now would allow Trump to delay more, and Pelosi is in a hurry. Basically, I think it’s a good move in light of the strong evidence they already have, which will box in the witnesses. Also, while they can say Trump is obstructing the process now, Senate Republics can vote against an obstruction article based on the fake “no legitimate inquiry” argument. This move removes that argument if Trump continues to obstruct.
I doubt that they will, but I would LOVE if they called for Barr to testify based on his repeatedly being invoked on the Ukraine call.

The situation is that while Ds had the impeachment investigation votes previously, it would have been a little uncomfortable for Ds that won close races in districts w/ a lot of Trumpkin zomg coup lunatics.
Now that they have all the ambassadors saying “yes, Trump did the crimes… all of the crimes,” these Ds are at the point where they are willing to say the evidence is overwhelming, he deserves to be impeached, and let the chips fall where they may.
