At this point, much of the work to be done involves swaying late deciders, whose vote will be strongly influenced by the media that is watched by casual spectators of the news. Getting Trump mad at Hillary Clinton may cause him to lash out at female members of the media even more. Seeing themselves and their colleagues being attacked by Trump leads to the mainstream media being more biased against Trump, something that might corporealize more as Biden being given a free pass on some things rather than Trump’s feet being held to the fire.

The party whip is the person who enforces party discipline. Whipping the vote means lining up members of your party to vote a certain way.
So, unsurprisingly, House leadership is strongly lobbying its caucus to vote against the bill. This signifies that they are desperate to prevent a vote that seems sure to pass from appearing to have bipartisan support.

I’m sure you figured it out but to be clear he didn’t stop any further action, they’re still destroying sorting machines. It was just to get people to shut up about it.

Yes absolutely. I don’t think he would have made the statement had he not already destroyed enough to make a difference, but he’s certainly still going to be actively destroying the USPS.
