Regarding Romney, it seems that if he 100% wanted Trump out of office and doesnāt care about actually being president himself, he could simply run as an independent candidate in 2020. I donāt think heās anywhere near a lock to win the R primary, but I canāt see how those three candidates would not lead to a absurd electoral landslide for any D.
He would even keep his senate seat ala McCain in 2008. Heās not up again for four years. He would infuriate some section of his base and donors, but lol its Utah and everyone will be long past it by 2024.

The better option would actually be to NOT resign and testify anyway, forcing Trump/Pompeo to fire them for not following orders.
