So just digging in Volker already confirmed Zelensky needed to confirm investigating Biden on the phone call.
Edit: also Zelensky concerned he would be seen as just a puppet for trump domestic reelection policy.

That’s my main takeaway from a quick skim, and the other txt where Taylor saying it’s crazy to withhold military assistance for a domestic political issue.
Note that Taylor is career foreign service and Sondland is a hotel magnate who donated $1m to the inauguration and was given the EU ambassador job.

BTW, this was money appropriated by Congress for military assistance of a county invaded and under occupation by Russia. The President had not right to tie it down with conditions, much less conditions related to his personal political goals.
