Wrong afaik. CA has plenty of water for its normal purposes, the reason ti needs outside water is for crops, which could in turn be held for ransom. I believe CA is the largest food producing state in the country.
If CA cut shit like water usage for nuts out they’d be fine with the water they have. They use an insane amount of water for shit like cash crops/wine which aren’t essential. Plus we have OR and WA nearby which are allies.
