If they don’t shut and blockade the entire city on Jan 20th I don’t see how they can safely hold the inauguration on the Capitol steps.

I know this isn’t news or anything, but this shows very clearly that the police in places like the US simply don’t and can’t do public order operations any more. Their job is the provocation and violent suppression of political dissidents.
That wasn’t what they wanted to do today for obvious reasons, but I don’t believe the authorities wanted what has happened. However they were powerless as they literally don’t know what to do if their goal is maintaining ‘neutral’ order. That’s their dilemma now, the only thing they know what to do is to go in hard and they don’t want to, and, what’s more, they’re likely correct it would lead to some pretty bad stuff.
