I’m not sure. I just know that Chuck referred to a fairly new rule (passed in the early 00s) that says if the Majority and Minority leaders agree to an emergency session, then it begins. And the rule has been confirmed to be true.

You only need 2/3 of members present, right?
If so maybe some GOP senators just won’t show. Gives them some deniability and is more or less worth a 1/3 of a conviction vote.
