It’s a government thing all employees are supposed to have for emergency continuity. You put it together yourself and are supposed to keep it in your office. I got a list of things they suggest in it - water, flashlight, first aid stuff, whistle, face mask, etc.
It’s possible congressional employees are given a pre-packaged one.
