Views on Giuliani pretty heavily fluctuated throughout his time in NYC prior to 9/11 but he was a run-of-the-mill Republican. He said the right things immediately after 9/11 which allowed him to get a higher approval rating but returned down to Earth once 9/11 blew over.
If he didn’t get Time Person of the Year, nobody would have remembered him for much.
I’m no expert but if that’s the case it seems odd that no less a chronicle of the city’s troubles in the 80s than Lou Reed’s New York album name-checks Guiliani.
