Hall of Fame should be based on stats and stats alone.
I’m sure there is someone in the HOF who bet more than Rose.
I’m sure there is someone in the HOF (well maybe not) that used more steroids than Clemons or Bonds.
Just vote on stats. If you want to include a blurb on Pete Roses plaque that he bet on baseball, fine

Rose bet on his own team man (would have been way less bad to bet on baseball in general, though it is still very very bad). No one who has ever played any kind of serious baseball can possibly defend this. This is the sport of the Black Sox. That kind of cheating absolutely shamed the game, and destroyed a sure hall of famer who wasn’t even participating in the cheating. Putting this in the same category as performance enhancement is very weird. Rose deserves every piece of derision he ever gets because of his complete lack of contrition when caught.
