Why? How does being the mayor of a town with a population of 100k qualify for any of these jobs?
This isn’t an anti-Pete post. All those jobs are very important and should be done by someone who has the necessary skills and relevant experience. Coming in 5th in a Presidential primary shouldn’t fast track someone for these posts. I know that Pete was also in the military and worked as a consultant but if you are looking to fill this job do you really think his CV fulfills the requirements?

I’d be looking for someone who is intelligent, a team player, can speak well when talking to the media, and has shown some administrative ability. You want someone who can capably implement another person’s policy.
An additional thing in Buttigieg’s favor is that he doesn’t have an obvious position that he should be running for back home. Just as you don’t want to open a Senate or House seat that Republicans could win in a special election, you also don’t want to shuffle a politician who could lock down a seat or defeat a Republican into a Cabinet position.
Honestly, I thought Buttigieg might be more suited to chair of the DNC, but let’s look at it from the other direction. If a Cabinet position of his choice was part of Mayor Pete’s deal for dropping out, what should he want?

It’s because so little about him fits the modern internet’s vibe. He does not conform to mass culture. He is not ironic and he is definitely not nihilistic. He is not jaded and he refuses to feign detachment in order to look cool for strangers on the internet. His self worth was not built up by the internet and because of that he can sometimes seem oblivious to the obvious ways in which he is bumping up against its social norms.
