I think I can translate this. Republicans asked for, as a condition to avoid shutdown, a $20 billion + slush fund, ostensibly to “help farmers,” that was going to be distributed/stolen at the direction of Trump. Democrats said “no.”

I dunno I guess its risky to rock the boat so close to the election while up. If you get the blame for even more suffering it could send us into an authoritarian hellscape.
