Not true - most early round picks will contribute (and likely even start). Also, you can always use your picks to trade for additional help.
If there were a stacked team like the Rams that just needed a QB, I could see it working. But none of the teams that are in the Rodgers talk seem just a QB away, so think they would need flexibility to use picks to add other players.
Those were legal until like 2002.
