This tweet is almost as bad as when Obama made fun of Trump running for president at the White House Correspondents Association Dinner.
Seems unlikely to be consequential. Trump has all the motivation he needs, Lieu isn’t Obama, most people will never see this tweet, and it isn’t even directly addressing Trump.
