I don’t know where his charity was incorporated, but I’d imagine there might be some state fraud statutes that would apply if the state authorities wanted to go after him. But, do they want to pursue the case? And would they be go for jail time or just shoot for civil ($) penalties?
And even if he does face state charges, getting rid of federal fraud charges is a pretty big deal. Those charges can carry a big penalty and federal prosecutors (and the postal police!) don’t usually charge unless they think they have a very winnable case.
If I were a state AG and I had even a small chance to put him in prison, I’d be going HAM trying to do it.
One sure fire way to make sure everyone on both sides hates you is to be a flamboyantly gay MAGAstan. This must really cause some confusion for the trumpers but no way can the fact that he’s on team trump override their bigotry.

You’re assuming you’re a blue state AG, and that might not be the state that has the easiest jurisdictional claims. But, yeah, I’m sure that if he gets a federal pardon a few state AGs will at least take a look to see if they can build a case.
