I saw that right away too.
There’s a lot of symbolism in the great seal of the US, one part of which is that the eagle is facing left, toward the olive branch (peace) and away from the arrows (war).
These other eagles just happen to be facing right.

In fairness to trumps designers, the much flatter angle of the wings fits better into the shape of the design. They could have gone full nazi flat wings but didn’t.
