They’re using the same servers as GAB. They still don’t have access to the IOS store or the google play store, so they’re probably still going to wither and die.

There are lots of people leasing server space all over the globe, many of whom have minimal to no legal exposure to US law. If 8chan and thepiratebay can survive I’m sure Parler can too.
