Without researching it, I would think so. But even assuming that he can, I don’t think Biden is going to have credible replacements ready for all of these various Trump folks on day 1. Staffing up a new administration is really hard under normal circumstances and Trump is making it even harder by wiping out a ton of institutional memory and replacing fairly mainstream folks with partisan hacks and he’s doing it all over the government. Biden is going to have to do some triage to decide who gets got first.
I hope he has some kind of terrier team to go digging for rodents.
