You can’t blame him if it was completely and totally unforeseen and nothing like this has ever happened before and nobody ever saw it coming.
He’s realized if blame goes out, he’s getting all of it no matter what he says, which is why you’re hearing a lot of “Nobody is to blame for this” instead of him blaming the Dems, and it’s why you’re hearing a lot of “this was totally out of nowhere, nobody predicted it.”
