Heller dealt primarily with being able to keep a handgun in your home for self defense purposes. Open carrying and brandishing still illegal in DC, and really frowned upon on the parts of the capitol grounds that were restricted on Jan 6th because the certification vote was taking place.
I got the quick impression some of those clips were outside state houses, not DC.
