I always thought the big deal about Einstein’s special relativity and the speed of light in a vacuum was because of the most famous failed experiment ever, the Michelson/Morley interferometer experiment to detect the lumeniferous ether.
I consider Maxwell up there with Newton and Einstein because he was the first to mathematically prove that electricity and magnetism were sorta-kinda the same thing, even though Faraday and Coulomb and Ampere and other guys who have the SI units named after them were on the right track. And then Einstein answered a lot of the questions that Maxwell’s discoveries raised.
The early 20th century was a hot and heavy time to be a scientist… dudes like Planck and Bohr and lots others turned everything upside down.

General relativity and the Standard Model also generated novel hypotheses against which they could be tested in a fashion above and beyond the particular phenomena they were trying to explain in the first place. For the dark matter, it hasn’t really done that. Proponents haven’t even been able to answer the question, “what is it?” let alone leverage that understanding to explain anything else.
