No disruption to utilities sounds like bs to me.
Seems like the easy part to me. Though maybe it depends what you consider an interruption.
All utility cables and pipes serving the building had to be lengthened and made flexible to provide continuous service during the move. (Electric, phone, gas, water, sewer and steam.)

Iām guessing they might have had to turn off some things at night and just counted it as no disruption. Didnāt read link, though.
Nothing comes to mind. Iāve read almost all his novels and a fair number of short stories, but he wrote a million stories having spent years writing for sci-fi magazines.
