If the election is not certified, the winner is not seated. In MN, it was Franken vs. Coleman I think. Franken won by like 100 votes, and they had recounts and lawsuits. That’s where I first heard about the lizard people, because someone voted for Franken, but also wrote in lizard people for several offices.
