Yes..but that’s not actually what would be most effective.
You need a truth and reconciliation type thing. Where people document the cruelty and the crimes in exchange for not going to prison.
If they try and make it a post truth shit show, then yeah. Out them in prison then.
This stuff needs to be documented or else it will be like it never happened
