What benefit could the mayor of New York provide to Turkey? Is it just general good policy to have public officials in your pocket just in case they can be useful? Or they were hoping he’d become more important in the future?

And of course Turkish businesses do lots of business in NYC. There are a lot of ways for a Mayor of NYC to do favors for people that Turkey wants favors done for. Turkey also pressures people to arrest Kurdish “terrorists” abroad.
