Was researching some other stuff and came across this information on a county wide polling program in Texas run by the Secretary of State. Was not aware such a program existed
Nothing really exciting unless you are a deep level voting nerd. In better hands this program could be pretty good. In the hands of Texas politics it seems to have little importance.
I fully support countywide polling. Like I noted early voting in Texas is all county wide. A lot of counties in Texas are small enough that they likely only have one or a couple of locations.

One of the key take aways is polling locations are being closed in areas showing the most black and Latin growth.
Not a great answer, and there is no clearly delineated state wide program. Just a lot of small decisions across the state that continue to reduce the ability of minorities to have equivalent access to voting.
As for who oversees local elections ::
Each Texas County has four Commissioners and a County Judge who serve on this Court. The County is divided into four districts, and the voters of each district elect a Commissioner to serve a four-year term. All the voters of the County elect the County Judge to a four-year term.
The county judges who were making Covid determinations are also the same ones on the commissioner court.
If you look at Dallas County, democrats are well represented. However Dallas county commissioners have been at the top of the news cycle for many decades. Do a deep dive on John Wiley Price. He is an activist, who has been involved in a few interesting circumstances over thd years.
He may be the only county commissioner I know in Texas and I don’t live there.
