The sliver of truth is that House apportionment is determined by total population regardless of voting eligibility. After that, the theory completely falls apart.

Musk going full nut job is sadly a good thing. If he were smart and crafty he could do so much damage with Twitter.
Now he’s mostly just preaching to the choir. Still bad to spread this shit and could help R turnout a bit, but not nearly as bad as it could have been.
