If you do this it’s just gonna be people listing all the movies they remember seeing from the decade which won’t be very interesting. I recommend capping suggestions at X per decade, with the implicit assumption that all nominators will try to watch anything on the list they haven’t seen yet.
Most people aren’t going to go on a big watching odyssey before submitting their ranking. The list is favorite, not some notion of objective best. The only purpose of this phase is to compile a master list to ensure that people don’t leave eligible movies off their rankings by forgetting. I don’t think a particularly authoritative list is going to be made here. It’s really just an interesting exercise in crowdsourcing the forum’s taste.

I am now accepting your ranked top 20 lists from the 1990s via PM. Deadline for submission is 11:59 p.m. ET on Friday, 2/27. I will tally and get a crowdsourced list posted sometime on Saturday the 28th. 1st place vote counts for 20 points, 2nd place for 19 points, and so on.

Hard work knocking it down to 20, even harder ranking those. A lot were fairly arbitrary in the end and could easily shift position by as much as 8 on any given day. Today I think Starship Troopers is a better film than Philadelphia but then I’ve also just had coffee in the sunshine.
