USC is a bona fide football blue blood and is a clear net positive. UCLA is closer to replacement level, but the basketball program means it’s a clear positive to me.
TV contracts aren’t also aren’t typically paid out like this. If USC has a down year the big ten isn’t going to get less money from FOX or whatever.
My only issue with the idea of 2 is that there are more than 40 teams that want to be in the top level of CFB. Maybe you can get to 48 but I’m not sure that 2 20 team leagues will be able to pull of a ‘premier’ league equivalent.
I’m guessing we get the NCAA 2.0 at some point as well.

Next stop expanded playoff where elite programs can go 10-3 beating no one and get in.
Just expand Big Ten and SEC to each have two round playoffs, and then winner of each plays for national championship.
Playoffs aren’t expanding until their deal is up, which is the Fall 2025-26 season. ACC/B12 aren’t going to go for any changes.
Also will be impossible, or least really hard, to go 10-3 in the new b1g or SEC and beat no one.
You are sincerely underestimating how often neither USC or UCLA will be very good if you think three losses in the B10 will be elite.

Is there any conference you can make out of the teams not in the SEC and B10 that can come close to competing with those two?
I’m saying three losses in the big ten will mean what it does now: not anywhere near deserving of a shot at a natty unless you do it based on power rankings.

The 10-3 comment was bemoaning the future CFP expansion where teams can lose two games and be a lock to get in.
Not bad, but still seems like a pretty significant step down.
