To what end though? Many of these states have already certified their vote. There could conceivably be lawsuits still in progress years from now on the vote tallies in these states while Biden is President if Trump wanted to keep grifting money to burn

Yeah, but there are additional recounts ongoing or that could be paid for. Until he’s exhausted all of his recounts, I could see not paying. As a general policy, not paying out until recounts are over makes sense to me. Typically, a candidate would only seek them in a close enough race to matter and would otherwise concede.
This threads the needle, but you don’t want to get into PI making judgment calls over the viability of recounts in general.
