Some are probably true believers but I think most of them know, and they also know their job is to advance the interests of the wealthy donor class, I.e. keep proposing marginally less insulting solutions until the peasants put down their pitchfork. The assignment for them is to minimize the harm to the donors, not help the most peasants.
