Sweden is a country with very different values, with emphasis placed on the collective not on the individual as in the US. It also doesnāt have an archaic constitution, written in stone, to protect slaversā rights. Gun ownership is very low, giving rogue cops less opportunity to exact violence on their targets.
Iād imagine that kids are educated to be socially responsible too.
Itās not a socialist utopia (the increasing popularity of far right wing groups is a worry) but the existence of the US might make it appear like one.

Yeah, we are no better than USA#1. The RCMP have their roots in colonialism and continue to be fucked up despite the pretty uniforms. The rest of our police are no betterā¦this is a perfect example (though horrific):

We are better simply for the fact that we spend way less per capita on policing then the US does.
That doesnāt make our police any better, just makes them less able to wreak havoc.
Stricter gun laws is a huge factor too, making it harder to justify shooting people.
