Sure but there is no reason to think this is made up. They do this every year. What is “juiced”? I see nothing in the data, having read the whole thing, that seems odd, “juiced” or unexpected. it’s in line with what they have produced every year and it normally get wildly cited.

Not neccesarily how a VPN works. I use my VPN to access pirating sites that are blocked in Australia but to that site I am still located in Australia. The VPN is still hosted in Sydney but site blocking is done on ISP level so you avoid that.
