No. Think about when something isn’t microwaved enough. It’s cold on the inside, not the outside.
I think the confusion is that microwaves do penetrate to the inside, which is why they cook faster than ovens. But the waves still have a greater effect on the stuff on the outside, where they can hit unencumbered.

How the fuck are you supposed to know if someone is a good lawyer in a particular area? Just google and pray? Sort by hourly?

Talk to lawyers you know. There are ways to tell good lawyers but they aren’t obvious. It’s really difficult to tell if a lawyer is billing fairly and wisely (not over or underworking issues).
