Rams lose - 4 seed
Because a tie is as good as a win for both teams (I think). If they score the TD they win. If they turn the ball over on downs the Rams can play for a tie (even though they’ll probably try to win). But how hard will they go? Not as hard as if they’re down 3. If they’re down 3 they’re going for it on every fourth down. If they’re tied they might punt in those same situations.
