It’s a prisoner’s dilemma. You’re incentivized to go for the win regardless of what your opponent does, and the only way to get to the mutually beneficial outcome is through collusion. I imagine the league just has to remind the teams that collusion is frowned upon.

As I pointed out before, the rulebook includes forfeiture of draft picks as a possibly penalty. The league can just remind them of what they might lose. Is a playoff game worth losing a first-round pick and maybe more?
