It’s a prisoner’s dilemma. You’re incentivized to go for the win regardless of what your opponent does, and the only way to get to the mutually beneficial outcome is through collusion. I imagine the league just has to remind the teams that collusion is frowned upon.

Yeah, I suppose my thought of the league bribing them to play is similar to sanctioning them if they don’t. Oh well, would love to tune in to see what the broadcast and announce teams do for 70 minutes of kneeling.

Going to be tough sledding for the Pats when they get 15 yards for almost hitting a punter rushing on a failed 4th down attempt who slid at the very last second 2 yards shy of the 1st down marker.
It would only really come into play late in game. Extreme example is OT where better to kneel and punt than go for win and risk TO.

As I pointed out before, the rulebook includes forfeiture of draft picks as a possibly penalty. The league can just remind them of what they might lose. Is a playoff game worth losing a first-round pick and maybe more?
