Unlikely. Probably like 84k votes left in Philly. Biden is down by 78k.
Not only was Cumberland 55/40 Trump before that drop, it went 57/38 Trump in '16. To wipe 30K outstanding Cumberland County votes off the board, I would have been satisfied with break-even or a small win. 70/30 is a curb stomping.
