The reason to run against MTG is to turn out the Dem base, not depress R base. Dems turned out in 2018 and 2020 because of how much they hated Trump. Without Trump on the ballot, they need a way to replicate that enthusiasm. Making MTG the face of the Râs reminds everyone of how bad it was under Trump and that it could be even worse under the next R President (even if they saying the right things).
I do think it also has a small effect on independents.
