The only thing I know is at multiple places I’ve worked in LA they offer carpool coordination (or vans) and have everyone fill out a survey about how long they drive to work, and if they share a ride. So companies either have to or want to report the number of carpoolers.
Maybe there is some incentive to have people stay at home and companies just ignore it. Not sure.
